Is single-winner RCV different from multi-winner RCV?

Yes. The ballot and ranking process are similar, but the votes are counted differently because one system elects one candidate and the other elects several.

Why isn't 50% required in a multi-winner election?

Because more than one candidate must win. The election threshold is calculated according to the number of seats being filled.

What happens when a candidate receives more votes than needed to win?

In proportional multi-winner RCV, the portion of the votes above the election threshold can transfer according to those voters' next rankings.
